When will Harbor Renewal reopen? Ask three people and you may get three dates, all correct. A schedule carries three kinds of date, and reading a report well means knowing which one you are looking at.

The baseline is the agreed reference plan. It was accepted at the start and it does not move with the weather. Harbor Renewal's baseline says the pier reopens on the twentieth of November.

The forecast is the current expectation, recalculated with every update. In August the forecast moved to the twenty seventh of November: seven days later than the baseline, and that gap is the number everyone asks about.

The data date is the line between progress and plan. Everything before the thirty first of August is recorded as done or in progress. Everything after it is still a forecast. It is not the day the file was uploaded.
